Less = a smaller quantity
"At no time the smaller quantity."
I guess it could be like this: The sentence following "Nevertheless" is still important, though it somewhat contradicts what was previously said. Thus, it is "at no time the smaller quantity".

I think we should use alwaystheequal or alwaysthemore instead.

Besides, you can't use "alwaysthemore" because it's not necessarily more, it's just not less. You can't use "alwaystheequal" because it could be more. And the "ee" thing in the middle is just wrong.

| I agree. It may not make as much sunse, alwaysthegreaterthanorequalto, it definitely makes more sense.
