That's javascript, HTML doesn't have that ability.

You won't get many return visitors if you do that. If people want to close your site, they don't want it to pop up again. Again that's javascript, as is the redirect. You could do a crude kind of redirect in html, using frames.

Really, if you want to find out how to do these things, just search google or yahoo.
