Powered mixer doesn't mean phantom power - it means it is a mixer + power amp combo, with usually something like a 200 or 300 watt amp built in, these days they usually have effects built in too. You would not need a separate amp or powered speakers with one of these. They are convenient for small gigs since there are less connections, etc.

Phantom power is a separate issue - it is only needed if you would be using condenser mics that don't have an internal battery option.
