Here, assuming that the "0" is in fact where the Capo is, and a "2", for instance, is two frets higher than the Capo (if we are reading you correctly), then try it like this, with C = Capo. All the C's are open notes which are automatically "fretted" at the Capo, and the numbers are that many frets higher than the Capo.

Now, I'm not sure of why of the numbers are the way they are, unless you are capoing at the first fret, or, as it's commonly known, capoing in the "first position". Given that first E Major chord, that's the only thing I can imagine.
Tho, now that I look at it, it seems that the numbers are correct relative to open Classic Tuning at the nut, and that what were 0's are simply the capo at the 1st fret. Hmmmmmmmm . . . interesting.
Here, try this. Capo the first fret, and just play the numbers at the appropriate fret. (IOW, fret a "7" at the 7th fret.)
