can "anyone" sing?

just wondering, does everyone have the potential to sing decently? assuming that one has the ability to listen to notes, to tell if they're out of tune...could just anyone be able to develop their voice to the point where it sounds "nice?"

with traning, specific vocal problems can be corrected. Now, whether that constitues sounding "nice"...who determines that? Some people just don't have it. The instrument itself my not be one that sounds pleasing to most people's ears. I've known several very competant singers who had years of traing, practiced reguarly, learned their repetoir and used healthy techniques, but still couldn't sing worth a flip. They were just painful to listen to.
