First off, you can't just take a single verse without looking at it's context.
We see in 3:1, 8 that Peter is writing to the "beloved", or in other words Christians. We also see the Peter is writing about Christ's delay in returning. Peter says:
"The Lord is not slow about His promise, as some count slowness..."
They are waiting for Christ to return as He promised (see vs. 7).
"...but is patient toward you..."
We see here that God is patient toward
you the saints, or the elect. So He does not return because
"not wishing for any [of you, the saints, or the elect]
to perish but for all to come to repentance."
So we see that God is patient toward the saints, or elect, not wanting any to perish but for all to come to repentance. And this is why He delays in coming; not all the elect are saved.
