Well, even though I bought mine like 8 months ago, its running a little dry on me.
You do know that it's not supposed to be wet, don't you??? The reason you keep it covered up is not so that it won't dry out. It's already dry. But, like mothballs, the lubricant chemical will sublimate away (kind of like dry ice sublimates - or goes from solid straight to a gas - except without the cool "smoke" effect) unless covered. So, if uncovered, it will go from a dry, lubricant-impregnated stick to just a dry stick.

To clean the grime around the frets, I use lemon oil on a soft cloth. Then if the neck is dry, almost any vegetable-based oil will do. Rub a little olive oil in (extra virgin if you really want to be spiritual), then wipe off the excess.

A guitar shop owner in my town uses Bounty paper towels instead of cloth. He says they don't leave lint and he doesn't have to worry about keeping a polishing cloth clean.
