Don't spend your money unless you have a need or specific want. This idea that having pedals makes one a better player is really rampant these days and is NOT true. Hendrix spent his hole career with like 3 pedals, tops... a lot of blues players settle for none at all or a tube screamer... seriously.

Buying pedals is easier than practicing.

I don't know if this is true. If it was, I think we'd see many more threads on practicing. Clearly, people find buying pedals a much more daunting task because they always need advice on it.
