Drum loops for live shows

I am managing a group of teens (see the Facebook link below) that are getting more live show requests. I have a question regarding drum loops to obtain a background string section or hand claps or whatever:

How do they happen? Is a laptop always required or is there a piece of hardware that allows you to set a play list and before each song the drummer hears a 4-beat count-in?
