yes, an ordinary cheap multimeter will do fine for checking approximate speaker impedance.

Variable voltage regulaor - very clever. This is basically a way of installing the "power scaling" idea originally worked out by London Power. Thanks for pointing it out. As you wind it down it rreduces the amp's internal power supply while automatically adjusting the power valves' bias to match the change in operating conditions. It will reduce the amp's effective power, allowing you to operate it at the output distortion you want while reducing the volume. I imagine it will monkey with the tone a bit, and there will be a bottom-limit below which the amp just won't work (unlike a variable l-pad, which wil probably go down almost to zero volume).

Hmm... interesting.

Someone on another forum was able to find a hand drawn schematic of my amp which indicates that it has an 8 ohm speaker, so I that answers that question. Now, to find an L-Pad.

Edit: There are some on ebay that say "15 Watts RMS / 40 Watts Peak per channel @ 8 ohms." Would that be enough for an 8 watt amp, or should I stick with a 50-100 Watt L-Pad?

I would get at least the 50. They seem to only handle about a third of their rated wattage if using full distortion tones, about 1/2 with clean to moderate OD. For that matter, if you get the 100, you would be able to use on a bigger amp later on if you wanted to.
