It's a percentage of your earned income, so the $400 goes to people who make the most. Earners up to $90k single or $190k (married-filing-jointly) are eligible , so that $400/$800 is going to your friend who makes $80k a year or your friend who is a married doctor.

I looked it up.
The Making Work Pay Tax Credit

The percentage is 6.2 of the earned income. So that is what, everyone who makes over $6,500? And it fazes out for people making over $75,000. So pretty much everyone should get the maximum.
