No. Most tablature you find on the internet has been transcribed by someone who intends that it be used by anyone else. I suppose you could find pirated tablature books if you really wanted to though. Just don't do that.

Nah, tabs generally fall under fair use, and personal interpretation. Music doesn't exist in a vacuum, you build off the music of others to make your own.

What's the difference between someone tabbing it out, or you working out how to play it by yourself?

It's only wrong when you start earning money from covers and claim the song as your own.
