If you're looking for a cheap, easy to set up router TC, I highly recommend the Netgear WGR614

Newegg.com - NETGEAR WGR614 IEEE 802.3/3u, IEEE 802.11b/g Wireless-G Router

It's extremely cheap, and I've never had problems with it.

1st, each different device is assigned it's own IP. So technically your neighbor wouldn't be using your IP. But I'm just nitpicking.
2nd, you are lucky to not have problems with NETGEAR. I've had nothing but problems with their routers.

I'd recommend a Linksys.

I also disagree abut netgear routers. I have one that I have not had problems with, and three that I have. Linksys is a lot more solid for me.

Can you connect it via Cat5 cable? That's a method I know to work.

Just my opinion, but it sounds like it would be easier just to buy a sub 50$ router. Especially if you have to buy extra cords for this other method.

Cat5 cable costs no more than $10. Cheaper than a router.
