In Windows, yes, although I suspect part of that may be because Vista/7 practically require at least 1 gig to just run the OS.

That would be awesome, especially for the casual user, which most Apple users I know seem to be. From Apple's perspective, though... why should they? They are raking in the money hand over fist. The casual users are paying the extra money. Why bother going cheaper?

I've always said that Apple needs something in the same range as the Mac Mini or iMac, but in a tower configuration.

Performance is going to suck with Vista/7 if you have any less that 2.

Windows 7 requirements Windows 7 system requirements - Microsoft Windows
Pretty similar, except, as stated before, Windows 7 has Aero, which uses system resources poorly. OS X doesn't.
