It can do much more than dotted eigths. It's definitely one of the "best" in terms of features, live use, and plenty of other things. I wouldn't call it the "mother of all delay pedals". It's definitely viewed as a great pedal by a lot of people.
However, I find it very sterile sounding. I find it to be extremely versatile and definitely a great live delay pedal, but I find other digital delays can do analog and tape emulation far better.
It's a good pedal but if all you need is dotted eights you could do a lot better for cheaper. I would probably consider the Damage Control Timeline the "mother of all delay pedals".
I'd say an Echoplex is the mother of all delay pedals... seeing as it came first...
But yeah, it'll do everything you want. Once you get around that price range choosing a delay is more about what you like to use more than actual sound or features.

This! You can get everything from pristine digital sounding delays to nice modulated analog sounding delays... you can even get some modulation settings (chorus, trem). All of them accessible via built in presets or midi control... Only downside is that it's not very attractive, and it's huge.
