I'm not sure where you live... I am pretty sure that most places around here, that would be considered corporal punishment, which is not legal in most public schools. Definitely not in California.
Corporal punishment seems to be limited to spankings. And it is illegal in 30 states. Most of the South still believes that a child should be spanked for misbehaving.

On a side note: whether I believe in spanking or not, I don't believe in letting strangers decide if it's OK to hit my child.

You don't believe in spanking.

But I don't believe in letting strangers raise my child. Still, when they have them for 8+ hours a day, that is what they are doing.

I believe in spanking and think it is ludicrous to suggest that strangers should have the right to hit my (at this point hypothetical) child.

On the other hand, I can't believe a flag of the country we are in, at an institution of said government, that the flag was of itself considered offensive on a non-holiday of a foreign nation.

I don't get ticked off by American flags on St Patrick's day. Maybe a British flag or someone wearing black and tan, which is why a French flag would be offensive...

Resolution: The Distinguished Genleman from the great state of Maryland proposes that forthwith, no American Flag shall be displayed during the commemoration of Black History Month. And heretofore, so as not to offend, Black History Month will be renamed Persons-of-African-Descent with Generally Darker-Than-Average-Skin Month.
