If you're on a budget I'd go one thing at a time. Unless you're into doing some songwriting and you need to get ideas down fast I'd put money towards the pedal-board first.
There's some nice pedals out there. A GREAT sounding pedal is the Jekyll & Hyde from Visual Sound.

I was nearly completely set on buying one till I decided I definitely wanted a tube tone. With God's grace I found a Mesa Boogie V-twin pre-amp which is miles apart from using a pedal. However if there were no tube preamp options, I'd say this killer pedal from Visual Sound is really hard to beat. It's extremely versatile and comes with over-drive and distortion. It'll cover more territory than most pedals I've encountered.
