You are misunderstanding the amendment:

The federal Govt. has no authority to establish a national drivers license, but the states most certainly do, and if not th estates individuals towns could.

Noli is (conditionally) correct. If the constution fails to grant the national government the right to control road use then, unless it's specifically protected in the constitution (it is not) the states have the right.

Now, the states could limit themselves in their own constitutions: but I don't see that any have.
