Our driver's ed system just sucks. Badly. I was never taught anything about emergency procedures. That said... neutral or off is reasonably intuitive....

As a side note, if it will be catastrophic if you lose power steering as a result of turning off the engine, you should go buy a smaller car. My '93 'Yota pickup has power steering.... as optional equipment. My father's '92 does not. It works just fine.

I've never had any formal drivers education, but I think if I were ever in this situation putting it in neutral would be my first reaction... Maybe that's just me.
