Local Community Radio Act of 2009

Text of H.R.1147 as Introduced in House: Local... OpenCongress

Opening up low power FM channels for local programming.

Sounds like Fairness Doctrine, but on closer inspection it does not look at all like it. Except for that little paragrpah about minority ownership. Also many claim it has bipartisan support.

I was confused when I read it. So basically it sounds to me like they want to make it more affordable for local stations to be created because national syndicates are the only ones able to make new stations. Is that what you are getting from it too?

I don't get it... what's the downside to opening up more radio frequencies.

In my area, the only stations broadcasting anything about the LCRA are all owned by ClearChannel, which owns about 80% of the radio stations in America. They're trying to say that it taxes local radio stations heavily and decreases quality programming.

If that were true, then wouldn't NPR (in their constant financial struggles) be complaining? Wouldn't BOB FM (my favorite eclectic local station) be running these ads?

The LCRA is a GREAT idea, and any propaganda that you hear otherwise is probably being broadcast by a corporate station.

The reason for this is that the new allowance of HD radio is going to crush some of the low powered FM band, and frankly, good riddance. The FM band is already so crowded, you can't find a clear spot anywhere already.

The fact that I find one of the bills sponsors to be a total wacko nutjob evil bastard kind of scares me away from it, though I haven't read it entirely yet. (Holt, sponsor of HR45, which thankfully seems to have died in committee).
