To tell you the truth, I'd probably recommend the same thing for that as any other thing with core at the end. With true hardcore, I'd lean more for a 5150, as that was the amp of choice for most of the hardcore bands I grew up on, but then again, I was playing a convincing version of some hillsongs tunes on mine this evening, and ultimately, they are WAY too much amp for your student. I believe the specs say my 5150 II head weighs something like 64 lbs without a cab. The combo I have heard weights from 94lb to 100 someodd pounds pending who you ask.
In all honesty, I think that B-52 is your best choice new in the price range. I stand by the old Peaveys that led up to the 5150 as solid choices, but they are used, and frankly, not so cool looking to a 13 year old mind.
The Valveking is an anomalous peavey amp. It is cool, but not right for this application IMO. It is designed to cover the whole range of gain and tone. It sacrifices some extreme gain for versatility. A bad thing? Not really, but makes it maybe a lesser choice for what you described. Also, valvekings are not quite as indestructible as the old peaveys from what I hear.
