accord idling high after starting

ok so we have been having a problem with our 89 honda accord. immediately after starting the engine it starts to run really fast (like between 2500 and 3000RPM). it stays like this for maybe 5 minuets until you tap the gas and then it goes down to between 1500 and 2000. it takes a couple meneuts of driving before it will start to idle around 700 or 800rpm. is this normal for a car like this? it isn't a huge issue, you just have to make sure you have your foot hard on the brake when shifting out of park and it is kind of hard to keep it from moving at a traffic light with it idling really high.

Choke...throttle position sensor...timing advance issue...who knows?

Time for a tune-up. Hopefully, it's something like the throttle position sensor and not a part in the deeper recesses (like a timing chain/belt)
