That is not my entire position and only half unchecked. Wikipedia says the top bracket was 70% between 1971-1981. Add another 9% or something close for state tax and you have about 80%.

I was was assigned to do a report on Monroe last year for Civics, and I can safely say in my very limited knowledge that he was the best president. Re-elected pretty much unopposed, highest approval rates, all the things a good president needs.

But seriously, his ideals were really great.
