+4. TextEdit will do fine, but there are programs out there that are designed for editing html code. I use Taco HTML Edit.
I use Nvu from time to time as well. It's WYSIWYG but let's you edit the raw code as well.
I used to use NVU, but it got annoying very quickly.

I used to use NVU also and it got annoying because if i typed in some code sometimes it would change it to the way it thought it should be and formated everything wrong.
