I definitely hear what you're saying though...alot of girls use the summer months as an excuse to let it all hang out (almost quite literally!)
I have been trying to get my wife some decent shorts. Its a pain in the butt to find ones that are not too low at the waist or too high at the butt.

In my wife's size and height, there is a distinct pain in finding modest shorts, and pants really are not a good option here during the summer. We have succeeded recently in finding a few pairs, but to be honest, its a pain.

I voted for my wife who complains about this a couple times a week.

since each person has a different definition of modest, I think it is hard to assess each person's modesty during the summer.

for myself, I wear what is not uncomfortable. that means shirts with at least cap-length sleeves, bermuda/knee-length shorts (either fitted or wide) and wide skirts.

Bill: has your wife tried looking at the bermuda-length shorts? there are some really cute ones with wide enough legs to be cool even in the extreme heat. Old Navy tends to be pretty modest with most shorts/pants and they have really, really good sales so you don't have to pay an arm and a leg for a decent pair of shorts.

http://www.oldnavy.com/browse/category.do?cid=26197 (my link thing isn't working for some reason) is the sale section for bottoms. she can browse around and decide if she even wants to bother going to the store or not.

We have had some issues because she is really short. Bermuda shorts don't really work on her. We tried and lets just say they looked really funny.

ohhh. darn. well, I wish you both much luck and patience. shorts shopping sucks, no matter what height you are.

How about "I don't have money for shopping , I don't have money period , I own two pairs of shorts one of which looks like it's about done in & is too short for my liking & all my jeans are too tight "
That's my def. of a crummy summer wardrobe.
