High tension, small strings, double strings, small bodies, short scales, small frets...all play a part in why the mandolin sounds as it does.
That said, I've played a few very nice madolins that had wonderful sustain as part of their inherent character.
No, not Les Paul through a Marshall sustain but not broomstick, cigar box and string either.

A nice mando, like a nice acoustic, will ring like a bell...albeit a small bell.

A good setup can also give you better sustain. I was having trouble this week getting some good sustain and tone on my solos and I finally figured out I was getting some fret buzz. I raised the string height a little and voila, sustain and tone are much, much better.
