Well... the fact that many (most? hopefully?) people are rational would prevent that in the majority of situations. Hostage-takers get money quite often. Money is good. I need money. I'm still not going to go take some hostages. It's perfectly feasible for the government of this country to "give into their demands" because, well, hopefully the hostage-takers would be in jail before it made any difference... and that would be enough to discourage other would-be "do-gooder" hostage-takers.
Here's how this would work in the US, I imagine:
"We want these kids to have a good education!"
"Ok, sure... we promise. Now come out of the bus."
"I'm so glad you gave into our demands!"
"You have the right to remain silent..."
It's not like they're asking for a million dollars and a helicopter to fly them to Tahiti or anything.
