Well, it all depends who is using it… If say Eric Claption is using it (on “San Francisco Bay”) it is an instrument. If it’s your annoying relative making noise, it’s a toy…

Hmmm... Well I am a Tuba player, and a couple years ago I was playing with the local community orchestra and we did a piece called "Concerto Gross" for orchestra and 3 kazoos. I got to play the 3rd kazoo in the trio, which was fun cause the 3rd part got to go a little nuts... Hard to say if it is strictly speaking and instrument or merely an augmentation of the voice... I'll have to fall on the "instrument" side
