I can say I am a bit judgmental towards these systems because I've been actively involved in a struggle on this very issue on my own campus. BJU and PCC are an example of an extreme form of what I'm passionately opposed to.
Further, unless there were no other options, I honestly would never endorse someone attending a school with such an extreme form of moralism.

I don't know about PCC, but I do know that BJU staff and higher-ups are sincere, dedicated, God-fearing Christians.

I don't doubt their sincerity. I question their methods.
My school's rules aren't nearly as strict as yours, and I have a problem with my school's rules. In fact, I spent two months working on writing a letter to the faculty about the issue which led to me and the other guy reading the letter to all of the school's professors and having an open dialogue with them. That meeting then led to us having dinner with the provost and having a meeting with the president. I'm throughly convinced they're all very sincere in what they're doing, but I still strongly disagree with them on many issues. Sincerity doesn't make something acceptable.

And the policies are what they believe God wants. It's not legalism in the case of BJU.

Then what is it? Moralism?
This is what the school's website says.
Students are challenged to develop Christlikeness that is evidenced in consistent Christian character. To help each student to grow in Christlikeness, BJU has a reasonable, just, and firm disciplinary system.
They are enforcing rules which are more cultural than biblical (meaning you can't find a verse which explicitly forbids things), and they are enforced with strict punishment. Thus they use fear of the deans to produce Christian character. I think this is blatantly opposed to the biblical model.
Galatians 5: 16 So I say, live by the Spirit, and you will not gratify the desires of the sinful nature.
The secret isn't more man made rules. It's living by the Spirit.

Just a side note, does anyone know how the interacial dating policy actually came about? My mom was told this by someone who worked there. I can't remember the name of the country or the ruler, but the ruler for an Asian country was a Christian and he wanted his people to go to the US, go to college, and come back to better his country. He asked Bob Jones, Sr. to implement a no dating other races policy so that his people wouldn't fall in love over there and get married and not come back. And BJU was dumb enough to agree. Yeah, they made a stupid move. But they've reversed it. (and I will try to get documentation for you.)

That's essentially what the wikipedia article says.
