for church, i've found that versatility is a big factor when it comes to effects, because there are a lot of different styles of music in worship. for this reason, quite a few of my friends use multi-effects pedals like the podxtl, boss gt-8, etc., which could be what you're looking for.

overdrive/distortion
visual sound jekyll and hyde - one of the most versatile overdrive/distortion pedals i've seen. plus it's like a 2 in 1 deal. i got mine for for 85 used i think off thegearpage.net
delay
boss dd-5/dd-20 - i've owned the dd5 and currently own the dd20. i feel like the external tap tempo is almost essential for live playing. dd5 is about 100 and the dd20 is about 150, both used.
wah
vox v847/dunlop crybaby/morley wah
the last two would probably be between
compressor (barber tonepress, boss cs-3)
another overdrive/dist (the digitech bad monkey is supposed to be good for the money, proco rat, or ibanez ts9/ts808)
equalizer (boss ge-7, dano fish 'n chips) - these can be used as a boost too
