Another factor would involve the effect of such tax breaks. After Hurricane Katrina, Congress voted to cut a few hundred million dollars from welfare - at a time when poverty in America should have been seen by everyone on the nightly news.
While one might not attribute this to a tax cut, the cut cannot be ignored in the "trickle down" scheme of the Bush administration.
