I did the exact same thing (select, modify, border, fill) and I get the same thing as you. I'm using CS2. So whatever it is, it's a default setting for the border command to feather the selection. The anti-alias option isn't checked for me, and it's also grayed out, so it's not that.

After a bit of searching, I found the solution. In the Adobe Help Center about the border command, it says, "The Border command creates an anti-aliased selection. To paint a hard-edged border around a selection, use the Stroke command."
The stroke command is under the Edit menu, right next to fill.
