16) And in the generations gone by He permitted all the nations to go their own ways; 17) and yet He did not leave Himself without witness, in that He did good and gave you rains from heaven and fruitful seasons, satisfying your hearts with food and gladness

sometimes we can forget the goodness of God. We seem to be able to bring up the times of affliction and sorrow and then cry out "GOD! why did you do this to ME!!) (key emphasis on ME) but we need to remember that God is good to all (Psalm 145) and especially to those who love Him (Romans 8:28)
Psalm 100:5 (KJV)
5) For the Lord is good; his mercy is everlasting; and his truth endureth to all generations
What Acts 14: 16-17 is saying is that God lets us go our own way (free will) (romans 1:24-25) and even though we went our own ways, He still didn't hold back from blessing us. It's incredible how good God is, especially after we come to the realization of how "un-worthy" we are.
Psalm 107: 8-9 (KJV)
Oh that men would Praise the Lord for His goodness, and for his wonderful works to the children of Men! For he satisfieth the longing soul and filleth the hungry soul with goodness

conclusion...God is good to all! and as a believer, God will bring all things that he allows to happen to us come back for the better good.
