Could be he likes his action high, or has not had it setup right (for your needs anyway). Action is one of those subjective for each of us.

I must agree with you, but I have some. My acoustic (actually my dad's, but I play it way more than he does) is a $50 Johnson, and my electric is a Peavy off Craig's List. I think it and it's accesories cost between $100 and $200, but I'm not sure because it was a gift. It works alright, but I envy my guitarist for his Les Paul *drools*
