Darth Vader has got to be number one. No one even approaches him. The Emperor is a better villain in theory, but he doesn't really come close.
As for the coolest villain ever, that would have to be General freaking Zod from Superman II. Anyone who speaks in the third person that much has to be awesome.

That Admiral (or whatever he was) was freaked when Vader showed up, but was plain peeing his pants scared when he knew that the Emperor was coming. And he was on the same side as him! | I have to agree. As bad as Darth Vader is, he's kind of stupid. The Emperor is way worse. Without Darth Sidious there wouldn't even be a Darth Vader.
