I have exactly zero on my buddy list.

My ignore list is very very similar.

I don't use it much anymore. Though it's handy if you want to pm someone. You just pop up the little window, check their username and hit PM Users.
I just use Who's Online. Usually looking for plus signs.

I have 18 people on my buddy list and 0 on my ignore. I have had one person on my ingore list before.

I normally use it to see who's online.

I think the ignore list is a rather amusing feature. It's basically giving someone the silent treatment until they stop provoking you to whatever negative emotion you felt that inspired you to put them on such a list.
