oops, somehow this skated by me.

Well he wasn't satisfied with the books he through out because they were too "Catholic" for him. That's why he also wanted to get rid of James. The reason he got rid of the others and kept James is because he thought he had an out by calling on the alleged council of Jamnia, the Jesus-bashing Jews, and using their canon(which it has not been established that they ever made one).
