This is from a 1984 manual, produced by the CIA to be handed out to "Freedom Fighters" in such places as Nicaragua and Afghanistan (Full text: http://www.kimsoft.com/guerilla.htm):

demonstrators into clashes with the authorities, to provoke riots or shootings, which lead to the killing of one or more persons, who will be seen as the martyrs; this situation should be taken advantage of immediately against the Government to create even bigger conflicts.

also

selective use of armed force for PSYOP [psychological operations] effect.... Carefully selected, planned targets — judges, police officials, tax collectors, etc. — may be removed for PSYOP effect in a UWOA [unconventional warfare operations area], but extensive precautions must insure that the people “concur” in such an act by thorough explanatory canvassing among the affected populace before and after conduct of the mission.

It's also terribly interesting to not that we set the precident that suicide bombings do work. In 1983, there were a pair of near-simultanious suicide car-bombs against US and French millitary personel (http://www.answers.com/topic/1983-be...rracks-bombing).

The French responded millitarily, but the US supposedly felt that a millitary response to the killing of 244 servicemen would "harm U.S. relations with other Arab nations". Four months after the bombings, President Reagan withdrew from Lebanon, establishing that the US, despite rhetoric, would respond favorably to terrorist acts.
