I'm guessing it's a pretty simple device and wouldn't be that hard to build if you had the schematic and a little bit of electronics know how.

what the heck is it anyway?did you look around on the site at all? it's a rudimentary synth that's controlled by a photocell and some knobs. It really reminded me of a cross between a Zvex Probe (http://zvex.com/effects.html) and a theremin (http://www.instrumentpro.com/P-MOOTHEREMIN.html)
I didn't watch the video initially, I just listened to the sound clips. The flashing light is really interesting. I'm not sure how that works, but I'm guess it's not too complicated

Making noise.
That's it really.
Specifically, I imagine most would use it for the purpose of adding noise in a band setting. At least that's what I would use it for. I tend to write music that has a lot of noise.
