a C#m poer chord is when you bar the 4th fret so it looks like this

G - 6
D - 6
A - 4

Actually, a C#m power chord is the same as a C# power chord, since they are made up of only the root and the 5th, it is always major...it'll still sound good though, here it is:

If you prefer, you can skip playing the 6th fret on the G string, it is just the octave C#

To play a regular C#m, it'd look like this:
