Actually those aren't on chord. It's called a pedal tone.
Usually the guitar plays the first one, and the bass, or in some cases, the second guitar, will play the other chord.
Like for A/B. Guitar plays an A chord, bass plays a B
Actually, those "Pedal Tones" can be played, and usually are played, without the need for a bass. The first Chord listed is simply a chord, then the Letter after the slash indicates the bass note you can play.
for example
D/F#:
play D: xx0232
and then add the bass note F#: 2x0232 or 200232.
Just play around with it and see what you can come up with.
